Last week the Council of Ministers approved the so-called “PLAN FOR THE TRANSITION TOWARDS A NEW NORMAL”. Several DE-ESCALATION PHASES have been established, and progress through them will be made differently in each province, depending on the results of pandemic control, which will be reviewed every fortnight.

This first week, we will enter PHASE 0 “preparing for de-escalation” (between 4 and 11 May). Movement outside the home will be allowed (mainly in the private sphere) and the use of face masks (covering the nose and mouth) will become compulsory for all users of bus, rail, air and sea transport.

-PHASE 0-

  • EMPLOYMENT -Remote working preferred, at companies and in roles where this is possible. Staggered entry and exit at workplaces.
  • PHYSICAL ACTIVITY – Walks (up to 1 km from the home) and sporting activity (within the municipality, with no distance limit). Travelling by motor vehicle to reach another place to carry out the activity is not permitted. Nor is it allowed to do sport in enclosed spaces.

Children (up to 14 years old). They are allowed to move about on public roads. Within a maximum distance of 1 km from the home, accompanied by an adult and during limited hours (12:00 to 19:00).

Adults. In addition to walking (accompanied by a single person from the same household), individual sporting activity is allowed (not in company) with no contact with third parties (cycling, running, skating, surfing, etc.) provided it is done individually and with adequate protection (a distance of two metres, avoiding crowded places, a mask for non-water sports where possible, etc.) All physical activity will be limited to certain hours (6:00 to 10:00 – 20:00 to 23:00).

Older people (over 70). Their physical activity will be limited to certain hours (10:00 to 12:00 – 19:00 to 20:00). They may be accompanied by a person from the same household aged between 14 and 70.

(None of these time restrictions will apply to municipalities with a population of fewer than five thousand inhabitants, where they are relaxed to 6:00 to 23:00.)

  • SOCIAL SERVICES – Social workers return to work.
  • EDUCATION, UNIVERSITIES – Online or distance learning.
  • RETAIL TRADE AND SERVICE-PROVISION ACTIVITIES – Reopening of premises and establishments closed during the state of emergency, excluding those located in shopping centres (unless they have direct access from outside) and those larger than 400 m2.

A prior-appointment system is established for individual customer service (one customer per worker).

Hygiene measures must be taken (disinfection twice a day) as well as measures to protect workers.

Where the professional service requires contact with the customer, the use of protective measures such as a mask or gloves will be compulsory.

Priority service hours will be set for people over 65.

  • HOSPITALITY, RESTAURANTS AND CAFÉS – Restaurants and cafés may open for takeaway (consumption on the premises being prohibited). Protective measures must be adopted (hydroalcoholic gels, bins with non-manual lids, distance markings between customers).
  • HOTELS AND TOURIST ACCOMMODATION – No activity is allowed, except for the exceptions already regulated.
  • PLACES OF RELIGIOUS WORSHIP – Will remain closed.
  • CULTURAL AND LEISURE ACTIVITIES – Opening of archives.
  • PROFESSIONAL AND FEDERATED SPORT – Individual training for professional and federated athletes. Basic training for professional leagues. Non-contact sporting activity.
  • URBAN AND PERI-URBAN MOBILITY – Progressive increase in the frequency of public transport, especially at peak times. Preparation of enhanced mobility plans, including demand management. In the distribution of capacity, particular attention will be paid to providing space for people with disabilities.
  • MEDIUM- AND LONG-DISTANCE LAND MOBILITY (RAIL AND BUS) – Current conditions maintained (services limited to 30% of the normal level). In the distribution of capacity, particular attention will be paid to providing space for people with disabilities.
  • SEA TRANSPORT – Current conditions maintained. In the distribution of capacity, particular attention will be paid to providing space for people with disabilities.
