RD 463/2020, which regulates the State of Alarm prompted by the coronavirus crisis (COVID-19), has been amended by RD 465/2020, which further restricts vehicle movement.
Whereas previously we had a limited number of permitted activities, the latest regulatory change requires TRAVEL IN VEHICLES TO BE MADE INDIVIDUALLY unless one is accompanying people with disabilities, minors, the elderly, or for another justified cause.
The lack of precision in the rule regarding the “other justified cause” and the high penalties provided for in the Citizen Safety Act (from 601 to 30,000 EUROS) oblige us, by application of the principle of prudence, to limit our conduct to situations where such cause is evident (physical injury to the driver, withdrawal of the driving licence, etc.), and we must keep proof of that circumstance in the event of a penalty.
That said, the grave situation demands responsibility from us all, to the best of our ability: let’s stay at home.
